Overhead Distribution Mitigation Project [Bidding Is Now Closed]

REQUEST FOR BIDS

Russellville Electric Plant Board (EPB) is requesting sealed bids from qualified contractors for an overhead distribution line mitigation project to increase system capacity and reliability. The work consists of the installation, replacement, or reframing of approximately 11 poles and the reconductoring of approximately 6,600 feet of 3-phase 336 ACSR conductor. Bids will be received at the Russellville EPB offices located at 165 E 4th Street, Russellville, KY 42276 until 1:00 PM CDT on Tuesday, September 10, 2024, at which time bids will be publicly opened. Any bids received after the bid opening will be returned unopened. Bids must be hand-delivered OR delivered-in-sealed-envelope to the address above, with the did due date indicated on the bid envelope. Fax or electronic transmittal of bids WILL NOT be accepted.


An optional pre-bid meeting will take place at the Russellville EPB offices on Thursday, August 29, 2024 at 10:00 AM CDT. Interested parties must notify john.newland@eudsconsulting.com by no later than 12:00 PM CDT on August 28, 2024 if they plan to attend the pre-bid meeting.


Full bid documents, as well as the required pre-bid form, can be requested from john.newland@eudsconsulting.com. The pre-bid form must be submitted prior to the bid opening date. Bids received from bidders who are not recorded by the Russellville EPB and its Engineer as having received the Bid Documents will not be opened.


REPB reserves the right to reject any or all Bids, to waive informalities therein and to consider exceptions and clarifications therein in order to determine the lowest and best bid; to reject any or all non-conforming, non-responsive, unbalanced, or conditional Bids; to reject the Bid of any Bidder if REPB believes it would not be in the best interest of REPB to make an award to that bidder, whether because the bid is not responsive or the bidder is unqualified or of doubtful financial ability, or fails to meet any other pertinent standard or criteria established by REPB, while reserving the right to negotiate contract terms with the successful bidder. By submitting a bid, the Bidder agrees that such procedures shall be without liability on the part of REPB for any damage or claim brought by the bidder because of such rejections or procedures, nor shall the bidder seek any recourse of any kind against REPB because of such rejections or procedures. The filing of any bid in response to this invitation shall constitute an agreement of the bidder to these conditions.
