Primary Line Extension Policy
PURPOSE:
The purpose of this policy is to provide clear and consistent guidelines governing the extension, relocation,
and upgrade of primary electric lines, and to define the respective responsibilities of the Russellville Electric
Plant Board and its customers. This policy will be applied without regard of race, color, creed, sex, national
origin, or marital status.
RESIDENTIAL: SINGLE FAMILY DWELLING
Overhead:
Upon customer request for electric service to a new residence, the Russellville EPB will construct the lines it
deems appropriate for the electric load to be served. When the distance from the EPB’s existing primary line
to the new residence requires the extension of its primary lines, the EPB will, at its own expense, extend its
primary lines up to a distance not to exceed two hundred (200) feet. If the distance is in excess of two
hundred (200) feet, the EPB will construct the line and prorate the cost, including but not limited to labor,
material, equipment, and overhead by dividing the total cost by the distance of the primary extension. The
customer will bear the prorated cost of the distance which exceeds two hundred (200) feet. Fifty percent
(50%) of the established cost must be paid prior to construction beginning, with final cost reconciliation
conducted upon completion of the work, and the remaining balance paid prior to electric service being
connected to the residence. When such extension is necessary, the customer shall bear the cost of
providing an easement of right-of-way, acceptable to the EPB, to cross or construct on any land where the
EPB does not have the right of public right-of-way.
Underground:
When a customer requests that the EPB’s primary line extension be placed underground, the customer will
be responsible for and bear the cost of opening a ditch from a pole designated by the EPB to a point to be
determined by the EPB and customer for a pole or transformer pad. Said ditch must meet the minimum
specifications determined by the EPB based on the use of the area over the buried line. Customer, at its
cost, shall install conduit (minimum of 2 1⁄2” schedule 80) the distance of the ditch, using large radius 90
degree elbows at base of poles, transformer pads and all other areas requiring elbows, along with a pull
string strong enough for the EPB to pull its pulling rope the distance of the conduit. The EPB will install the
primary line in the conduit from the pole to the pole or transformer pad. Customer will be responsible for
100% of cost, including but not limited to labor, material, equipment, and overhead. Fifty percent (50%) of
the established cost must be paid prior to construction beginning, with final cost reconciliation conducted
upon completion of the work, and the remaining balance paid prior to electric service being connected to
the residence. When such extension is necessary, customer shall bear the cost of providing an easement of
right-of-way, acceptable to the EPB, to cross or construct on any land where the EPB does not have the right
of public right-of-way.
In the event the customer cancels the request for electric service after the EPB has incurred expense to
extend its primary line, the customer shall be liable for all costs incurred by the EPB to extend its primary line
at the time notice is given.
Three Phase Service:
Residential customers requesting three phase service will be responsible for all costs above that of a normal
single phase line extension and service installation including but not limited to labor, material, equipment
and overhead.
RESIDENTIAL: SUBDIVISION
Overhead:
The EPB will only construct primary lines into a subdivision that has been properly approved by all required
local, state, and federal bodies having jurisdiction over such developments, and after a plat of the approved
subdivision has been recorded with the office of the Logan County Court Clerk. Such recorded plat must
provide for a dedicated easement of right-of-way for utilities a minimum of twenty (20) feet wide of which ten
(10) feet may be a part of the public right-of-way for a road or street.
The developer of the subdivision will reimburse the EPB for all costs, including but not limited to labor,
material, equipment, and overhead, incurred to extend primary to the subdivision. Fifty percent (50%) of the
established cost must be paid prior to construction beginning, with the final cost reconciliation conducted
upon completion of the work, and the remaining balance being paid prior to electric service being connected
to the residence. The EPB’s cost will be prorated by the number of lots included in the subdivision plat and
the EPB will refund to the developer the prorated cost of one lot for each residence constructed. Any
prorated refund shall only be due upon proof that the specified lot has been conveyed by deed to a
subsequent owner. Refunds will be issued only to the developer and not to a subsequent owner or individual
lot owner. Rental properties are not eligible for prorated refunds. Any prorated refund shall not exceed the
amount invoiced upon completion of the project. In the event developer sales adjoining lots to one
individual and only one residence is constructed, the developer will receive a refund for the prorated cost of
the individually deeded lot.

cost reconciliation conducted upon completion of the work, and the remaining balance paid prior to electric
service being connected to the residence. The EPB’s cost will be prorated by the number of lots included in

COMMERCIAL EXTENSION

appropriate for the electric load to be served. The customer will be responsible for 100% of the cost,
including but not limited to labor, material, equipment and overhead. Fifty percent (50%) of the established
cost must be paid prior to construction beginning, with final cost reconciliation conducted upon completion
of the work, and the remaining balance paid prior to electric service being connected to the customer
location. When such extension is necessary, customer shall bear the cost of providing an easement of right-
of-way, acceptable to the EPB, to cross or construct on any land where the EPB does not have the right of
public right-of-way.

RESIDENTIAL & COMMERCIAL
Relocation:
In the event there is a request for relocation of the line, the customer will be responsible for 100% of the cost
to relocate, including but not limited to labor, material, equipment and overhead will be billed to the
customer for relocation of any of the EPB lines, electric or fiber. Fifty percent (50%) of the established cost
must be paid prior to construction beginning, with final cost reconciliation conducted upon completion of
the work, and the remaining balance paid prior to electric service being connected to the customer location.
In the event the customer cancels the request for relocation after the EPB has incurred expense to relocate
line, customer will be liable for all costs incurred by the EPB at the time notice is given.
Upgrade:
In the event there is a request to upgrade service to a location, customer will be responsible for 100% of cost
including, but not limited to labor, material, equipment, and overhead. Fifty percent (50%) of the established
cost must be paid prior to construction beginning, with final cost reconciliation conducted upon completion
of the work, and the remaining balance paid prior to electric service being connected to the customer
location. Upgrade may consist of increasing primary line wire size, service wire size, or transformer capacity.
In the event the customer cancels the request for the upgrade after the EPB has incurred expense, the
customer shall be liable for all costs incurred by the EPB at the time notice is given.
