  • Meter Access Policy

    Company Policies Meter Access Policy Previous Next Purpose: The Electric Plant Board’s meter access policy is designed to ensure that each customer’s meter is located, and remains, so that the meter is always easily and safely accessible for Electric Plant Board personnel for the purposes of reading and maintaining. The meter access policy will be applied without regard of race, color, creed, sex, national origin, or marital status. Meter Location and Access: The location of any new meter installation shall be on an outside wall or pole that is acceptable to the EPB. Any customer who modifies an existing building with an electric service that results in the electric meter to be enclosed or causes the service wire to pass over a building, must have the meter base and/or the service wire relocated to a location acceptable to the EPB, at the customer’s expense. It is the responsibility of the customer to always provide unobstructed access to the EPB’S meter for EPB personnel. Any customer who fails to do so whether by allowing shrubs, bushes, and other plants to block access, installing fencing without unlocked access, placing locked gates across roadways, keeping dogs or other animals on their property that may pose a danger to EPB personnel, or creating any other condition or situation deemed potentially hazardous by the EPB - will be notified in writing by the EPB, and given seven (7) business days to rectify the issue. If the customer fails to remedy the situation, the EPB may estimate the customer’s usage for that month and add an Inaccessible Meter Fee to the monthly bill until the issue is resolved to the EPB’s satisfaction. If customer’s service is disconnected for any reason, service will not be restored until the condition preventing safe and easy access for EPB personnel has been corrected. Maintenance of Service Attachment: Customer is responsible for the maintenance of the meter base, ground, riser, and/or cable to the point of attachment to the Electric Plant Board’s service wire. In the event EPB becomes aware that a condition is unsafe or that could prevent the accurate metering of the usage of electricity, the customer will be notified, of what action should be taken, and given seven (7) business days to rectify the issue. If the customer does not correct the issue within seven (7) business days, EPB will disconnect service until the required corrective action has been completed.     Company Policies Application For Service - Electric Previous Next Purpose: The Application for Service policy is designed to ensure that the EPB has proper and adequate information identifying customers requesting service from the EPB during the time of enrollment. Obtaining the required information from potential customers is a precautionary measure of protection to prevent any unauthorized access to customer accounts, as well as the prevention of identity theft. This policy will be applied without regard of race, color, creed, sex, national origin, or marital status. Security Deposit: Applicants for residential service will be charged a security deposit based on the EPB’s Residential Deposit Policy. Applicants for non-residential service will be charged a security deposit based on the EPB’s Non-Residential Deposit Policy. Connection Fees: The Electric Plant Board may charge a connection fee to cover the cost of turning on service.     Company Policies Billing and Payment Policy - Electric Previous Next Purpose: The purpose of EPB Electric Billing & Payment Policy is to ensure that all customers are billed promptly and accurately for the services they receive from the EPB. It is also to provide customers with reasonable time and opportunities to pay their bill when due. The Billing & Payment Policy will be applied in a fair and equitable manner without regard of race, color, creed, sex, national origin, or marital status. Meter Reading: The EPB uses its Advanced Metering Infrastructure (AMI) system to remotely read all customer meters. The AMI collects readings via an FTTH network. Billing schedules are read on the same date each month to provide standard billing dates. Billing: As soon as practical following the reading of a customer’s meter, the EPB or its designated agent shall issue a bill for service, taxes, fees, and any other applicable charges for each individual service location. Bills will be mailed via the United States Postal Service as First-Class items from a location designated by the EPB. Unless otherwise specified by a customer, bills will be sent to the mailing address associated with the service location. Alternatively, customers may enroll in the EPB’s billing portal to receive electronic notifications when a bill has been generated, and is available to be viewed in portal. Billing Options: EPB provides two billing options: Standard Billing and Smart Pay (prepaid service). Standard Billing is the primary method, with customers billed monthly based on actual usage. Smart Pay allows customers to prepay for electricity and monitor usage in real time through the Smart Pay App. Due Date of Bill: All bills are due and payable upon receipt. For residential customers, the standard net payment period shall be no less than fifteen (15) days from the date of the bill. For all other customer classes, the net payment period shall be no less than ten (10) days from the bill date. The timely receipt of a bill or the failure to receive a bill, does not relieve the customer of the responsibility to make payment by the due date. Each bill will display the Net Amount Due, which includes charges for services, taxes, fees, and any other applicable amounts. The bill will also indicate a Past-Due After date, which is the deadline for payment to avoid late charges. Additionally, the bill will specify the Late Charge and the total amount due if payment is not received by the Past-Due After date. Payments received in envelopes bearing an official United States Postal Service postmark dated on or before the Past-Due After date will be considered timely and will not incur late charges.. Late Charges: Late charges shall be calculated at a rate of five percent (5%) on the first $250.00 of the unpaid balance for each service, and one percent (1%) on any amount exceeding $250.00. Late charges apply only to the service-related portion of the bill and shall not be assessed on taxes, fees, or other non-service charges included in the total amount. Payment Methods: The EPB accepts several forms of payment such as cash, check, money orders, credit and debit cards. EPB also offers the following options as a customer convenience: In-office payment at 165 East Fourth Street, Russellville, KY 42276 (business hours Mon-Fri/ 7:30 AM -4:00 PM) Online Customer Portal “Bill Pay” by visiting www.epbnet.com Phone Payments for customers using credit/debit cards Night deposit box or mail for those needing to make payments outside of EPB business hours ACH (automatic bank draft) Reasonable efforts will be made to provide additional options when a customer demands warrant. Transfer of Service: Customers relocating and requesting service at a new location are considered transferring service. Any outstanding balances, applicable transfer fees, and required deposits must be paid before service at the new location can begin.     Company Policies Deposit Policy - Non-Residential Electric Previous Next Purpose The purpose of this Deposit Policy is to outline the guidelines and procedures for accepting and processing deposits to ensure consistency, security, and compliance with applicable rules and regulations. This policy aims to protect both the institution and its customers by establishing clear expectations for deposit required to establish electric service with the EPB. By setting forth these standards, the policy seeks to promote transparency, reduce risks associated with deposit handling, and maintain trust in the financial operations of the organization. General Guidelines EPB’s Deposit policy will be applied without regard of race, color, creed, sex, national origin, or marital status. Deposits may or may not transfer from one location to another. Upon termination of service, deposits will be applied against any unpaid balance or charges for non-returned or damaged equipment. Any remaining amount will be returned to customer, either by check or by applying the balance of the deposit to any active account of the customer. The deposit policy is designed to protect the assets of our utility. Security Deposit - New Customers Every applicant for non-residential service will be required to provide a security deposit not to exceed two (2) times the average usage for a twelve-month period for each location where service is requested. In the event no billing history is available for the location - or if the business activity at that location will differ significantly from previous operations - determinants such as customer class and demand and energy loading will be used to establish deposit requirements. The deposit may be in the form of cash, Irrevocable Letter of Credit from a local bank, or for deposits requiring an amount of $5000 or greater, a surety bond. If a Security Bond is used in lieu of deposit, the customer must sign and agree to the terms of the LPC’s Security Bond form, including but not limited to a 60-day notice before termination of said bond. Business registration documents or credentials (such as a business license or W9), or a valid government issued photo ID from the owner/responsible party, will be required to establish service. Additional Security Deposit- Existing customers An existing customer of the EPB who does not have a deposit or a deposit less than the maximum deposit may be required to pay an additional deposit in the event of any of the following: Has an EPB system rating of “NORMAL,” “POOR,” or “VERY POOR” EPB has initiated steps to discontinue service due to non-payment Has had a payment (check or automatic draft) rejected by the financial institution due to, but not limited to, a closed account or insufficient funds. There is a material difference between LPC’s deposit on hand and Customer’s average bill over the last 12 months. Additional deposits may be required until such time as the total deposit, excluding accrued interest, approximately equals twice the highest monthly bill for service of customer at his/her current location over the most recent twelve- month period. Interest on Deposit All cash deposits greater than one month’s average bill and retained longer than twelve months shall accrue interest at the current rate authorized by the Board, which shall not be less than the interest earned on LPC’s primary bank account. Interest will be calculated using a simple interest rate and will not be compounded. Interest will accrue annually on a deposit and will be paid when the deposit is refunded or applied to the customer’s account.
